The Cabuyao Citizen’s Charter serves as a guide in transacting with the LGU. It details the procedure how the client will transact business with the Local Government Offices.

The Citizen’s Charter is a document to be displayed prominently showing the frontline services provided by the office, a step-by-step guide on how to avail of these services and on standards on quality and timeliness to be expected from the agency in rendering these services.

The First part of Cabuyao Citizen’s Charter contains the Introduction, Messages from the Municipal Officials, Table of Contents, How to use the Citizen’s Charter, Brief Profile of Cabuyao; the Second Part contains the procedures and step-by-step guide on how to avail of the frontline services; Third Part contains the List of Municipal Officials, Barangay Captains and Local Councils.

Likewise, the frontline services is divided into the key performance areas to wit;

Social Services - Municipal Social Welfare and Development Office, Rural Health Units I & II, Ospital ng Cabuyao and Public Employment Service Office

Economic Development - Business Permit and Licensing Office, Municipal Cooperative and Livelihood Development Office, Municipal Planning and Development and Coordinators Office, the Departments of Agriculture, Assessor, Treasury and Engineering

Administrative Systems and Procedure cluster is consists of the Offices of the Mayor and Municipal Administrator, the departments of Municipal Civil Registry, Accounting, Budget, Human Resource and Management and General Services

Environmental Management— Municipal Environment and Natural Resources Office

Furthermore, the last part of the Charter is devoted to the redress and feedback mechanism. This is the part where we can gauge the services that were afforded to the clients and guide us to how to improve that service. Also it provides where and how to file complaints if you are not satisfied with the service afforded.

Ano ang Citizens' Charter of Cabuyao?


In the past, the government has launched numerous efforts to curb red tape but these did not result in dramatic changes in public service. In some cases red tape even intensified. With the passage of R.A. 9485 otherwise known as the Anti Red Tape Act of 2007 and its Implementing Rules and Regulations we hope to end and cut red tape.

Embodied in this law, each Government agency is required to put up a Citizen's Charter that will set up their respective standards with regard to the manner of transacting with the public by requiring each agency to simplify service procedures, formulate service standards to observe transparency in every transaction.

The Anti Red Tape act not only directs the LGUs to enhance and streamline the frontline services, it also seals this commitment between government and citizens by the Citizen's Charter. Eliminating red tape and averting graft and corruption has far reaching benefits for our country because red tape has long been a part of our culture with the constituents having to deal with voluminous requirements and seemingly endless processes.
Delays in official transactions are breeding grounds and provide opportunities for corruption and for this reason, neither should be tolerated. For delays alienates citizens from the government; while corruption makes the country poor and living in it oppressive.
It is now the time for radical changes in the way we deliver public service for the government alone cannot win this war. It needs the support of our local government units. The private sector and the rest of our citizenry to succeed in the mission of purging red tape that hamper the flow of government work and the provision of frontline services. After all, our clientele, the citizens of Cabuyao deserves the best.

This Citizens’ Charter of Cabuyao does not only present the frontline services afforded to the constituents of Cabuyao but also those services being rendered by the local government. Since this is the maiden issue, other services not included here will be incorporated in the succeeding versions.
