What is CIDA?

Municipal Ordinance No. 2008-283 was enacted creating the Cabuyao Investment and Development Authority (CIDA) as a body corporate which will be the operating and implementing arm of the Municipal Government of Cabuyao in the exercise of its corporate powers for the benefit and welfare of all the people of Cabuyao.

What are the functions of CIDA?

Under CIDA, it is a declared policy of the municipality to respond dynamically within the

purview of economic and industrial growth; ,

CIDA acts as a corporate management and implementing entity of the LGU to establish sustainable industrial and investments community for revenue generation;

CIDA is the LGU business support arm.

What have been achieved to operationalize CIDA?

A group of researchers has been doing a study for the LGU to analyze five fundamental CIDA pre­operational components such as finance, land use, SME and light industry, community enterprises, and institutional arrangements. The following are the key results of the study:

Land Use

1. The CIDA concept is consistent with the land use configuration of the municipality;

2. There is a need for a CIDA master plan that will define land area or dimension under CIDA

Finance

1. The LGU has adequate level of current assets, has optimized financial resources as evidenced by a revenue collection efficiency of 96.12%;

2. There is a need to strengthen competencies in various financing options for CIDA such as public-private partnership.

SME and Light Industry

1. Most of Cabuyao enterprises are small in scale, mostly community cottage and micro enterprises; extractive and transformative businesses constitute just a small portion of Cabuyao's business sector;

2. There is a need to enhance the business environment for Cabuyao Industrial Park Locators, SMEs and Community Enterprises through Business incubation and to have businesses complementary with Industrial Park Locators! Big Companies in CALABARZON.

Community Enterprise Development (CED)

1. Manufacturing! production industry offers a good opportunity for nurturing new community enterprises;

2. There is a need to rationalize areas for general trade and markets and small industrial enterprises to match the needs of the immediate areas! communities.

Institutional arrangements

1. CIDA must be supported by an efficient organizational structure and support services to nurture SMEs and industrial parks locators;

2. There is a need to provide common service facilities and services for technology business incubation (e.g. OFW investments counseling, business feasibility and market studies, human resource complementation, etc.
